4070 = 12 GB + 504 GB/s. 4060 Ti 16 = 16 GB + 288 GB/s. For 24B Q4, the 4060 Ti 16 wins (the 4070 can't run it). For 7-14B speed, the 4070 is ~2× faster. See RTX 4070.

Mistral 7B Q4: ~18 tok/s. Qwen 3 14B Q4: ~14 tok/s. Mistral Small 24B Q4: ~10 tok/s. Usable, but clearly slower than a 4070.
